It is an exciting time at Chain IQ. Our Singapore team is seeking a highly motivated Category Expert for Information Technology (IT Procurement). This role is designed for a strategic procurement professional who specialises in commercial management, sourcing, and supplier strategy across IT categories.
You will be based in Singapore and may support clients and regional category initiatives across Southeast Asia. Your work will focus on procurement strategy, sourcing execution, supplier negotiations, and commercial governance—not IT system delivery or IT transformation activities.
Role Purpose
As the IT Procurement Category Expert, you take end‑to‑end commercial ownership of the IT spend category for designated clients. You will design sourcing strategies, lead negotiations, assess vendors, and manage commercial governance across software, hardware, cloud services, cybersecurity, telecoms, and IT professional services.
This is a pure procurement role. You will collaborate closely with IT stakeholders, but your responsibilities centre on commercial strategy, contracting, value creation, and supplier management.
What You Will Do:
Procurement Strategy and Execution
Develop and implement multi‑year IT category strategies tailored to Singapore and regional market dynamics, while aligning with global procurement frameworks and client IT requirements.
Strategic Sourcing
Lead sourcing events—including RFIs, RFPs, commercial evaluations, and complex IT negotiations covering software licensing, cloud agreements, telecom frameworks, and IT professional services.
Regional Procurement Support
Travel within the region when needed to support sourcing execution, supplier onboarding, commercial reviews, and procurement compliance. This support is procurement‑focused, not technology implementation.
Market Intelligence
Conduct commercial market assessments of IT suppliers in Singapore and the wider region, including software publishers, cloud providers, hardware manufacturers, managed service providers, and cybersecurity vendors.
Stakeholder Management
Partner with IT, Finance, Legal, Cybersecurity, and business stakeholders to ensure that all sourcing decisions meet commercial, contractual, compliance, and budgetary objectives.
Supplier Partnership and Value Creation
Manage strategic vendor relationships and drive savings, performance improvement, contract optimisation, and supplier innovation in alignment with procurement objectives.
Compliance and Risk
Ensure all sourcing activities adhere to Singapore’s regulatory environment, data‑governance requirements, global procurement policies, and contracting standards.
What You Bring:
Expertise
7+ years of experience in procurement, strategic sourcing, or category management with specific expertise in IT categories (software, hardware, cloud, telecoms, or IT professional services). Experience must be procurement‑related, not in IT implementation or operations.
Education
Bachelor’s or Master’s degree in Business Administration, Supply Chain, Information Systems, Engineering, or a related discipline.
Negotiation Power
Demonstrated success in leading complex IT commercial negotiations such as enterprise licensing, SaaS subscriptions, cloud agreements, managed services contracts, and hardware procurement frameworks.
Mobility
Based in Singapore with the flexibility to travel regionally to support client requirements and strategic sourcing initiatives.
Analytical Mindset
Strong commercial and analytical skills, with the ability to interpret IT spend patterns, evaluate vendor proposals, assess risk, and translate insights into actionable recommendations.
Stakeholder Influence
Exceptional communication and influencing capabilities, with experience engaging senior IT and business stakeholders in a matrix environment.
Language
Fluency in English is essential. Additional regional languages will be an advantage.
