The Expert supports the outsourced procurement and cost management function by executing cost planning, tendering, and contract administration with high accuracy and process discipline. The role ensures all deliverables meet defined quality standards and SLAs, while providing strong analytical support and documentation for operational governance. Working closely with the Senior Manager and the AVP (Retained), the Expert drives data accuracy, supports continuous improvement, and helps align delivery with Chain IQ’s global procurement practices. As a key operational counterpart to the Senior Manager and a supporting interface to the AVP (Retained), the Expert is responsible for translating requirements into precise, data‑driven deliverables while maintaining strong documentation, audit readiness, and performance tracking. The position requires advanced proficiency in procurement processes, cost analysis, and vendor management to ensure timely, compliant, and transparent service delivery.

Key Responsibilities

1. Service Delivery & Execution

  • Lead end‑to‑end procurement activities including Pre‑Qualification (PQ) documents, RFPs, and Two‑Envelope tender management.
  • Prepare accurate technical feasibility studies, budget estimates, and detailed cost plans for Data Centers, Business Parks, and AEI projects.
  • Oversee contract administration including progress claim evaluations, variation assessments, and timely final account closures.

2. Collaboration with Retained AVP

  • Act as the daily operational liaison to the AVP, providing real time updates on project status, risks, and commercial considerations.
  • Prepare comprehensive tender recommendation reports and commercial analysis for AVP review and approval.
  • Ensure strict adherence to REIT governance frameworks including SOPs, GRC, and compliance requirements.

3. Data Management & Reporting

  • Maintain ownership of “Source Data” for procurement KPIs including DPO, maverick spend, and MSME compliance.
  • Develop structured weekly/monthly performance dashboards, MIS reports, and RAG trackers for executive presentations.
  • Ensure 100% accuracy of data within ERP/e‑sourcing platforms (e.g., SAP/Ariba) across PR‑to‑PO workflows.
  • Perform first‑level quality checks for all documents (BOQs, Estimates, Contracts) ensuring “Right‑First‑Time” outputs.

Requirements

Education & Experience:

  • Degree in Building, Quantity Surveying, or Civil Engineering.
  • Must have prior experience in the construction industry, covering both development and property management procurement.
  • Resource that has PS sourcing and HR services e.g. Benefits and insurances
  • Minimum 10 + years of experience, with a significant portion spent in a consultancy or professional service provider environment.
  • Deep experience in Indian Real Estate markets, with specific knowledge of GST/e-invoicing, MSME regulations, and local labor/material market rates.

Technical Competencies:

  • Proven expertise in Two‑Envelope tendering and technical/commercial negotiations.
  • Strong commercial acumen with experience in bulk pricing models and procurement tools.
  • Advanced skills in cost benchmarking, value engineering, and life‑cycle costing.

Behavioural Skills:

  • Strong client management capabilities, with the ability to handle demanding stakeholder requirements.
