Role Summary

The Senior Expert serves as the primary delivery lead for the outsourced procurement and cost management function. This role is responsible for the end-to-end execution of cost planning, tendering, and contract administration. The Senior Manager must ensure that all deliverables meet the REIT’s stringent quality standards and are delivered within agreed SLAs.This role focuses on operational excellence, team productivity, and data accuracy.

Key Responsibilities

1. Service Delivery & Execution

• End-to-End Procurement: Lead the delivery of the procurement lifecycle, including the preparation of Pre-Qualification (PQ) documents, Request for Proposals (RFPs), and Two-Envelope tender processes.
• Cost Planning & Estimation: Produce high-accuracy technical feasibility studies, budget estimates, and detailed cost plans for Data Centers, Business Parks, and AEI projects.
• Contract Administration: Manage the post-contract phase, including the processing of progress claims, valuation of variations, and the rigorous pursuit of final account closures.

2. Collaboration with the Retained AVP

• Primary Point of Contact: Serve as the daily liaison for the AVP, providing real-time updates on project statuses, potential delays, or commercial risks.
• Recommendation Support: Present well-researched tender recommendation reports and commercial justifications for the AVP’s review and final approval.
• SOP Compliance: Ensure the outsourced team strictly adheres to the REIT’s internal Governance, Risk, and Compliance (GRC) frameworks.

3. Data Management & Reporting

• Metric Ownership: Own the "Source Data" for all procurement KPIs, including DPO (Days Payable Outstanding), maverick spend tracking, and MSME payment compliance.
• Dashboards & Analytics: Prepare structured weekly/monthly reports and RAG (Red-Amber-Green) trackers to be used by the AVP for executive-level presentations.
• ERP Utilization: Ensure 100% data integrity within the REIT’s ERP/e-sourcing tools (e.g., SAP/Ariba), managing the digital workflow from PR to PO

Requirements

Education & Experience:

• Degree in Building, Quantity Surveying, or Civil Engineering.
• Minimum 10 years of experience, with a significant portion spent in a consultancy or professional service provider environment.
• Deep experience in Indian Real Estate markets, with specific knowledge of GST/e-invoicing, MSME regulations, and local labor/material market rates.

Technical Competencies:

• Procurement Specialist: Mastery of the "Two-Envelope" RFP process and technical/commercial negotiation strategies.
• Commercial Acumen: Expertise in bulk pricing models and AI-based procurement tools.
• Cost Expert: Advanced skills in cost benchmarking, value engineering, and life-cycle costing for industrial and commercial assets.

Behavioural Skills:

• Account Management: Ability to manage a demanding client (the REIT) while maintaining professional boundaries and service excellence.
